As the US version of Alternators lacked specific fiction or character bios, we can only look to Japan's version of Alternators, Binaltech, which came with character cards and bio information by Hirofumi Ichikawa, the information presented here is from the English translation by Doug Dlin.
As there was no Japanese version of Rumble, and Hasbro released no specific fiction or bios for Alternators, Rumble has no official bio.
Rumble, along with the second version of Ravage were the first Alternator Decepticons that were not remolds or repaints of existing Autobots.
Oddly, he was released as Alternator #24 (the odd part being that Nemesis Prime was #24 as well). First announced at the European Toy Fair in late January of 2006 where there was shown a photo of an actual Honda Civic and drawing of Rumble in robot mode.
The actual toy ended up looking a lot different than the drawing but retained some of it's details (the chest for example).
Rumble was releases in the last wave of Alternators as a Walmart exclusive along with his case-mate Ravage in the US, and was available as a general release in several European markets.
